check out USPA(.)org.there you should be able to find what i'm talking about.base jumping itself is illegal in most places,but once you leave an aircraft the FAA can turn those recommendation againt the pilot.if something was to go wrong, on top of that Base Jumping equipment is not FAA aprove do to the way it should be tested.so if this guys jump from an aircraft with base jumping gear and something was to go wrong, like someone dies the pilot would face seriuos charges againt him/her.
